The thing I wonder about people being arrested for failing to comply or resisting arrest is this:  If you spray painful chemicals in someone’s eyes and hold them down, it seems like an automatic physical response to the pain would be to struggle and writhe, in response to the immediate pain, not as an attempt to disobey.  Does that ever enter the conversation? I’d love to hear from physicians/scientists on this issue.  [/quote]

You can also do a simple thought experiment:

Don't resist or disobey law enforcement, so you don't get sprayed with a non-lethal chemical deterrent.  You don't get sprayed, you don't get handcuffed, arrested, jailed, or prosecuted, and you remain free to note your objections to government policies at the ballot box like other civilized people.
