There is no need for a declaration of war to determine something is a legitimate military target. And if the boats and drugs are not destroyed with the first missile, you can fire a second. [/quote] DP. Shut the f up. You obviously are way over your head. The are boats are civilian and pose no threat to the US. Therefore are not legal targets by definition. That is the first war crime if we were at war. The second war crime was targeting civilians ship wreck survivors. Again this is a war crime by definition. We are not at war so this is straight up murder. This is not a TV show. There will be consequences for everyone in the COC. This is why you have ROE to protect your troops and to not turn a tactical success in to a strategic catastrophe. Though the targeting killing of most 100 civilians is by no means a tactical success. You can try to dance around in your F’d up maga logic but legally this is clearly criminal action. By law this one incident is two separate war crimes.
