Yes - really a former judge advocate.  The boats can absolutely be legitimate military targets.  There is no need for a declaration of war to determine something is a legitimate military target.  And if the boats and drugs are not destroyed with the first missile, you can fire a second.  [/quote]

Hmm. Should we believe this anonymous DCUM MAGGAT or the military times and the former JAGs that sent a memo declaring that these were war crimes?
