There is St. Louis city. Then there is St. Louis county, which is broken out into north, west and south areas.  St Louis city is not in St. Louis county - they are separate.

St Louis city - very blue, can be very dangerous. 
St. Louis county, esp. west county - very red, very affluent, much safer. [/quote]
