I am curious if agencies are actually enforcing RTO and denied RAs? I have a colleague whose RA was denied months ago. HR said he had to report in person immediately; but he is continuing to telework anyway because immediate supervisors haven’t said anything and haven’t enforced it and don’t seem to care. I say good for him, but it’s definitely risky. Are others doing this? What has been the outcome?
Enforcement of anything related to RTO varies widely by agency and then even by group/mgmt within the agency. At my finreg some are whatever so people are continuing to do what they want as everyone looks the other way. I think it's been explicitly said to them though - you do not have mgmt approval to do this so if/when you are caught by HR, that's your problem. In other groups it's an absolute no - like if you aren't where you are supposed to be your mgmt is issuing whatever # of warnings you're supposed to get, flagging it for HR, escalating it etc.
