It means that under the terms of that ruling, he had the legal right to remain in the U.S., protected from being sent back to El Salvador. [/quote]No, he did not have a legal right to remain in the US. He could have been deported anywhere else. Withholding of removal, was only about removal to El Salvador. At some point, his asylum application was denied.[/quote]
