A lot of these kids are DJJ, not foster care.[/quote] These kids show up from Baltimore for a year at the shelter and then move on. There isn’t much the school can do other than triage when they wreak havoc. They need an intensive program. It will be interesting to see if Taylor decides to reopen the special schools (though it used to take an act of god to get a kid placed in those schools anyway because of the way special education law works). These shelter kids don’t have IEPs, so even if schools start documenting on day one, they often can’t get them the services and placement they would need to make growth.[/quote] No,are from Montgomery county.
