Orders have to be issued through the chain of command..Trump didn't bother to do transition teams, so there is no functioning chain of command at many agencies right now.

I still don't know who is in charge at my agency, no one has told us yet. So which orders am I not following, if there is no one around to issue orders?[/quote]
