[/quote] As an Arlington homeowner, I'd say it is the NIMBYs who make all the infrastructure happen. There is a program that provides funding for neighborhood improvements such as sidewalks, streetlights, etc. The NIMBYs seem to be the people who analyze the data, figure out what is needed, and get the county to provide the funding.
