This. Kids move and squirm, which could lead to accidentally counting an "extra" kid that isn't actually lined up. There's also more than one adult, so I can also see how you get a situation where one adult thinks the other adult got the count. But once they are back in the classroom, how can they NOT register that they are missing a kid? Even if you assume that it wasn't a whole hour, even if it was 30 minutes, that is just way. too. long.

I've gone through the thought exercise, and I can honestly say that while I love the child care facilities we've used, thought the people were wonderful, etc. etc., if this situation happened at my kid's site, we would withdraw. 
This is a major breakdown. 
Due to the ages of the kids, there must be more than one teacher, which means it's not just one "bad apple". There are fundamental flaws with the systems and process at that site. I'm sure the people are not evil, and I'm sure they feel terrible, but if I were in that situation, I just don't think I would feel comfortable waiting around while they sorted everything out.[/quote]
