In my opinion "substantial" is exactly one. Not too long ago a race in VA was decided by a coin flip because it ended up tied. One vote makes a difference. When you’re at the DMV, you can register to vote . They don’t ask if you’re a citizen . Sanctuary states allow illegals to get drivers license and register them to vote as well . It’s super easy to register to vote. One can even do so online [/quote]
