I could be wrong, but NMS slots are also allocated based on where the kid attends school and not where the kid lives.  So, top VA and MD kids who are attending private school within DC are taking up a lot of the DC NMSF slots.  [/quote]

I think DC operates differently than the states. Anyone who scores at the New Jersey cutoff score qualifies, so not really taking up spots. But yes, those kids could be from out of state.
