The prosecution rate has been declining since 2017, under 3 different Presidential appointees.

Graves spoke of a pilot project in Chinatown where all prosecutorial discretion was removed and prosecution rates shot up - same MPD, lab issues, etc. That suggests where a big part of the problem lies and why it has continued to worsen under multiple USAOs, Obama, Trump and Biden appointees. https://www.washingtonpost.com/dc-md-va/2023/08/05/chinatown-crime-dc-police/
