Tickets are held back from the beginning specifically for these "charity" type lottery deals. It's good publicity. It's not usually because the artist couldn't sell out the stadium.

I worked for Live Nation for a few years and usually for a big stadium concert, around 2500 tickets were reserved to be distributed week of or day of to local groups and local radio stations.

If a stadium holds 70,000 for a football game, usually around 5,000-7,000 seats aren't included for a concert because they're obstructed view (behind the stage). As a general rule, each section at a stadium has 900-1200 seats.

So 70k seats - 6k obstructed view = 64k seats to start

Presale allotment is typically 40% of your venue so that's 26k seats. Those are then broken down into the different presale groups... season ticket holders at the venue, special credit card holders, presale codes, vips, etc.

If you go by this general rule, when the general public tickets go on sale Friday, there should be around 38-42k depending on each venue size. However, the general public sale is when the bots will snatch them and you'll find them for resale for $2,000+!
