LOL yet none of the Gulf dictatorship is ever described as "the Al-Khalifa regime" despite being 100% more authoritarian than Putin's government.  And Al-Saud, a hereditary absolute monarchy state with zero popular participation wasn't ever described as a "regime" until Biden got pissed with MBS's lack of cooperation.
