Hello!  So I will say that I struggled with this a bit.  I tried to read for their energy, but I think it may be your current energy.  So I apologize if this doesn't resonate.  The first part is written as if it's about them and the second as if it's about you. There is also a chance this applies to both of you.

I feel they are unsure of themselves and that is blocking them from fully sharing their energy with you.  The seem to have a lot of work internally from all the stuff they accumulated and held onto over the years.  For this person to be in your life, both parties have to be sure of themselves.  If not, it can be very draining and a lot of miscommunication can occur.  There is also a sense of being guarded because of what has happened in the past and they may be sensing a pattern that does not play into the current situation.

The cards I pulled are Balance, Sanctuary, and the tarot cards The High Priestess in reverse, 4 of Wands in reverse, The Chariot, and The Sun.

I don't feel you listen to your inner voice enough.  You are looking for someone who can feel like a safe place for you to be open and help you dive into your shadow without being overwhelmed by it.  I think you sense this person who you think of often is that person, but you don't know how to let your guard down to let them in.  When you begin to utilize your intuition more, you will feel safer opening up because you will know that you can trust that person implicitly.  The energy you are currently in is not allowing for that, but I do see momentum gaining towards getting what you wish.  It is important to remember it may not be exactly as you would like, but if you can bring about balance within, you can draw what you want towards you more.  I sense the person you ask about has done work on themselves and are currently in a different place from you when it comes to their internal work.  Remember, you have the ability to get there as well and they may even be able to help you if you ask.  This is not a relationship that can be forced and I feel it is one that is meant to bring about major growth for you...regardless of if they are in your life or not.
