You are being so unreasonable.  No one here has come close to suggesting that any of that was acceptable or risks to human life that they are willing to take.  The complaints here are about draconian regulations and regulations that are not uniformly enforced and that leave certification decisions in the hands of incompetent or unfair inspectors or both.
