She slipped when she was speaking and has recently noted that her comments were "inartful". But what she posted in her tweet was true and Kemp/Purdue can't refute that so he'd rather just attack her and tell her "go back to where she came from" rather than acknowledge that Georgia has material mortality statistics at the level that even poor countries would be ashamed of.
