TO means that people who would not have been “qualified” in previous years are now considered to be “qualified.” That means that there are 50% more people, on average, in the pool vying for the same number of acceptances. The schools took TO kids at only a slightly lower rate than kids who submitted tests, so it has to have bumped some significant number of kids who submitted tests who would have gotten in in a non-TO year (because if the TO kids had test scores that were in range, they would have submitted them).
