But it is very significant that he released it. Apparently not many people knew this existed, and his public statements for the last month or two have been very much at odds with this document. It’s a strong sign he’s willing to negotiate with the progs instead of engaging in a staring contest as they have for the past couple months. The progs will shoot down the BIF if they get nothing.
