Maybe they are. But, part of Canadians' reputation for niceness comes from their ingrained cultural desire to avoid confrontation with people you hardly know. In a previous age, Americans would have called that "good manners."

Fascist parties always make a major media push to tell people things aren't that bad.
Saying others are overreacting to the fascist slide is always a major element of fascism and dictatorship.

If Republicans actually read any real history and didn't get their alternative facts from Claremont and AEI (at best, Limbaugh or Prager U at worst),
