Sorry for being rude. The mayor knows people in other parts of the city want to send their kids to a ward 2 or 3 school. And so many families in ward 2 or 3 (especially influential and rich ones) will pay for other options (and get sweetheart use of Public facilities like jellef). So building more schools in ward 2 and 3 is the plan. Can’t string a sentence but can win lobbying battles. Anyone planning to go to the fox hall meeting would be better off watching Netflix and chill.
