[/quote] Then create a federal agency that is tasked to solve this problem for anybody at 0 (zero) cost to the citizen. A federal ID already exists, the US passport. Have the federal government issue free passports to anyone that needs it. In case of missing birth certificates, documents, etc, the federal agency would have a protocols in place to address it.
