So that makes me think private school kids aren't included in the 1.5% at all, but instead would get admitted from the residual county-wide pool. The goal is to boost the numbers coming from Glasgow (the MS feeder to Justice), not Congressional. But of course they'll probably have to spend weeks now drafting FAQs so people understand what they are planning for next year and the years to come.
