He wanted to defer payroll taxes with a vague promise to forgive the tax later. An actual payroll tax holiday plan as stimulus might have gotten support like it did in 2011, but it needed to be real, not a deferral. I'm not having an argument about tax rates either, I'm pointing out the purpose of the "47% of people don't pay taxes" lie. Again, compare this to 2011, when an actual payroll tax holiday was worked on by both sides and passed into law. That was leadership to help people, this was not.
