It is a picture from 13 years ago where she looks almost like a teenager. It's also a photo from a pageant which is an activity almost defined by putting on so much makeup you look like a doll. She also looks a lot thinner in this photo, which also makes sense being 20 in a beauty pageant. Weight, age, and not having buckets of makeup on your face would in fact make you look very different.
