Taxes - many people mail their returns with certified or registered mail, for the specific reason that a lost return would result in a tax penalty. Passports - only mailed for non-urgent renewals. Those that want their passport on time get them in person. Drivers Licenses - again, you can get them in person if you must have them. Lost licenses are not as big of a deal. Social Security Cards - a lost car is no big deal, you just get a replacement. Social Security Checks, Pension Checks, Bank Checks - lost checks can be replaced/reissued. Note that a lot of businesses use FedEx letter to mail check payments on invoices for key suppliers precisely to ensure that it gets delivered. So all of the examples you supplied, either already has a high level of use of certified/registered mail services, or does not matter if they are lost or are late. [/quote]
