He's just trying to get arrested to establish standing for a lawsuit.

Same thing as lunch counter protests in the late 50's in Alabama.

All civil rights are worthy of nonviolent protest. And yes, you can carry a rifle all day long and still be completely NONviolent. His problem is the police just aren't going to arrest him, because he's not breaking any law. Maybe after the VA legislature changes the law he'll have better luck.

A Natural Right of a Citizen, as defined in the Constitution. And just as with Jim Crow, a right not recognized equally or in all places.
