^exactly.  The whole conspiracy theory that it has nothing to do with body temp and is all about looking "cool" doesn't really explain the fact that at my house, when it's just the two of us, I"m in a hoodie, sweatpants and socks and he's wearing a t-shirt and shorts with wet hair just out of the shower and he rolls his eyes when I complain it's cold in the house.[/quote]

My heat right now is set at 65. My house is feisgid. I'm wearing fleece pants and a sweatshirt.  My son is sitting in front of the TV playing xbox in his underwear. Do you think he is bring defiant?[/quote]

65 is not 30!
I wouldn't blink an eye at someone in shorts at 65. When it's close to 30, plus blowing winds, like today, nobody is THAT hot to be wearing shorts outside.

OP, my theory is, the 'shorts-in-the-middle-of-winter' is just a cool look for those boys, for whatever reason, and they are sticking to it. There are days when they are truly okay, and then there are days when they are freezing their balls off but, hey, what can you do if you're stuck at the bus stop already? So, no, while these kids truly might feel hotter than middle-aged women on a regular day, no one is 'comfortable' with bare legs at 25F!
