People in rural areas have addresses but no mail service.[/quote] Most people in rural areas do have mail service but as I understand it this is not the case on the reservations. The ND had been under an injunction by a federal judge since 2016 until the Supreme Court upheld it a couple of weeks ago. This changed the rules in ND since the injunction was in place during the primaries; this came up during arguments. The reservations are scrambling to implement a system and get IDs out in a very short period of time. People who yammer about dead voters fail to realize that just because a deceased person has not been removed from registration rolls has nothing to do with whether that person's identity is actually used to vote. Presumably there would be a way to confirm whether that has occurred or how often. [/quote]
