You specifically do NOT knowingly get information to help swing public opinion in your favor, from a foreign agent, ESPECIALLY NOT RUSSIA. "Someone" didn't propose info to him (which isn't even English BTW). Russian agents offered him information, very likely in exchange for a promise to do something for Russia if Trump won.
