Fundamentally, it's not about a need for parking, it's not even really about convenience, it's about political power. As you note, there are often free, legal, spaces available nearby. It's certainly not the case that the demand for parking so outstrips the supply that there is simply no other choice than to park other people in and block crosswalks and hydrants. It's a message of impunity. [/quote]
