[/quote] As a former fed manager I agree with the fact that there are some very "unproductive" employees. They all have manages. The issue IMO is the senior management and HR won't allow any meaningful discipline to occur. They'd rather pass along/park these employees and ignore them so the agency doesn't get sued. It's a big part of why I left. They ones who do work, are amazingly competent and dedicated and I really do miss their commitment to the mission and drive.[/quote]
