No they don’t. Judge McConnell, in his order, admits they don’t have 6 billion. If they did, McConnell would not have ordered the administration to pay for SNAP benefits by finding money from other allocated funds (which is blatantly unconstitutional). This is damning. We need to investigate where the Snap reserves went, if there were any.

#1 explains that the $6 bn of contingency funds are available from the 2025 and 2025 appropriations and that President Trump has previously issued guidance "indicating that these contingency funds are available if SNAP funds lapse due to a government shutdown" .

#2 explains that will not equal the total amount necessary.

#3 explains that Congress created SNAP as an entitlement and cites the legal precedents for why the full benefits have to be paid

#4 explains that the administration has and additional $23 bn available and is authorized to use from "section 32"(a slush fund created in Depression era that is funded by tariff revenues).
