Because, mandate or not, the type of mask and how it is worn matters. I've been wearing very tight N95s whenever possible indoors during the height of the pandemic; I only go indoors for short times, though, like grocery shopping and pharmacy and takeout pick-ups. I doubt kids could handle a well fitted N95 all day long. If they are wearing or being issued cloth or paper masks, I wonder how effective those will be.
