No. The day the lapse ends is day zero. It doesn’t matter when it ends (ie, 12:01 am or 11:59pm); that entire calendar day is day zero. We’ve been told to report on day zero +1.

If we are measuring by business days though maybe we should consider actual business hours as well. So if the lapse ends at 10pm we have a full business day before we have to report.

Full business day - day 2

This isn’t how it works. I mean, I wish! But in 2013, Obama signed the bill to end the shutdown after midnight, and we were required to report to work that day. I remember getting my ‘back to work today’ text at 4:14 am. [/quote]

I vaguely remember another very short shutdown - just a couple of hours - due to someone filibustering something. The president didn’t sign the cr until 10 am or something like that. There was a whole flurry of emails about when we had to come in and what to do with our
Timesheets for those extra 1-2 hours we weren’t supposed to be working that am. [/quote]
