The layoffs were implied in the bill that couldn't be passed, which is an important reason why the Democrats couldn't vote for it. Implied, because the bill calls for staggering cuts in funding to federal agencies, so enormous that they cannot be implemented without losing a major portion of the workforce. [/quote]
