It sounds like any deal would include some changes to the rules, some committee assignments, and some chairmanships. McCarthy wouldn't control those even as Speaker. As I understand it, the rules package will need a majority vote from the whole house and the Democrats are not going to give any of their 212 votes to enforce that deal. And the other 200+ republicans who weren't party to the deal are very unlikely to agree either. Committee assignments are determined by the conference, and the 200 republicans who just freed their hostage probably aren't going to feel like handing a bunch of committee assignments to the hostage takers.
