Except the only passengers that have been on planes with coronavirus passengers that have been contacted are a limited few in direct close contact.  And they are not being tested, just being told to self-quarantine.

Also, all these cases being that are being touted as from international travel is only because people who have not internationally traveled are not being tested widely.  So of course if you're only testing those that have internationally traveled to a country with infections then we'll only have positive cases from those people too.
