Don't try to cut and paste the entire relevant body of law. If you do, try to find everything Council has passed since 1995 impacting charter school enrollment and don't forget Title V of the ESEA that also says any charter schools must admit students based on random lottery. None of these is going to say, specifically, that LAMB must call off its waitlist in order. But, can we agree that they should be and probably are since their hand got slapped four years ago?
