Thomas likes to keep tabs on everything that goes on in that house.  He's the worst gossip ever.  I think it goes back to the self-loathing, it makes him feel more important if he's "in the know" on every little secret.  He hates being excluded from anything.  And he's always looking for juicy stuff that he can use as blackmail material later on.

But I agree that he likes to make trouble for Bates in particular.  He did just send the police a tip about Baxter knowing something about Greene's death - if he was involved in the death, I wouldn't think that he'd encourage the police's thinking that it was suspicious, he'd want to convince them that it was an accident.  I think Thomas thinks Bates did it, and he thinks Baxter knows that somehow.  He's just trying to stir up trouble again.[/quote]
