Long Island schools are supposed to be very good due to their incredibly high taxes. At least they're supposed to have small classes. There will be a larger variety of classes here, but if you buy in a highly rated school district be prepared to have elementary classes around 30 every year.
Thirty plus kids in a classroom is routine here on LI. At least from my experience. As a native of NYC Public Schools, I had 30 kids in a class throughout even till HS. What mattered then is how well the parents and teachers were engaged with each other. Now with all the standardization, there is little room for teachers to do one on one instructions. Its more like "get it if you can, and if not catch up" because deadlines have to be met to cover a certain amount of information. It is what it is. On a whole LI schools are good. From reading here, your issues in Fairfax are the same issues here on LI.
