If Barnard is that person's preference, not putting at the top would be an awful strategy. Say, if the person put it in third and happens to get into Takoma, puff, he/she is thrown to the back of the waitlist at Barnard. What good would that do?
What you're looking at here is the list of someone whose preference is clearly his/her inbouds school (maybe they like it, maybe they have a second child who they worry would not get in even with sibling prefs at an OOB option) but who has some doubts that he/she may get in at Barnard and therefore lists a couple of likely OOB options to get in somewhere just in case.[/quote]

PP.  Initially, I didn't have Barnard on my list. I assumed that since I was IB, I would get in automatically. By doing some research, I found out there are only a limited amount of seats for PK3. An administrator told me to put Barnard on OOB lottery to be safe. Also, doing the charter school lottery to cover all my bases.[/quote]

Even though Barnard is your inbounds, you must do a lottery for any PS3 spot in any school.  Had you imagined you'd show up there the first day of school to enroll?  PS3, while guaranteed, is also not an expected year of school in DC as K is.[/quote]
