Oregon, Arizona, UMichigan in state, Indiana, UT Knoxville, Rutgers, Penn State, UConn, UMass
PSU UP does not accept nearly every applicant. They have like 100K applications, and accept maybe 55% to 60% of applicants.
Rutgers man campus also doesn’t have an acceptance rate I’d call a “safety”. The 70%+ rate is for all three campuses. Newark and Camden historically have much higher admit rates than NB, which US News reports is down to about 41%. And both Rutgers and PSU are pricey OOS with little merit aid offered. I consider affordability, and not just admit rates, as part of what makes a true safety, but YMMV.
I’m not sure where US News got 41% from since Rutgers generally avoids publishing that data. They sent out an email last year saying the acceptance rate for Rutgers NB for fall 2025 was 56%. So still not a safety for everyone
