[/quote] I have no information on this, but I've seen similar questions in the context of big companies. There just aren't that many people in top management (or HOS, in this case) roles so increasing their salary by even 50% has a much smaller dent on the budget than raise salaries of all non-management by 10%, just because there are so many more of them.[/quote]
