Early morning simulations now suggest rainfall near the end of this storm on Sunday evening. The middle troposphere will become warm enough to make every precipitation particle liquid by then. So hopefully that indicates some washout but the surface is still sub-zero and will remain fairly cold after this snow storm. Refreezing is even more dangerous and harder to clear out.
What you’re describing is way worse than just snow. Were you around in the 90’s when everything froze over with like six inches of ice?
I was a college student at AU in the mid nineties when DC was encased in ice one holiday weekend. It didn’t melt for a week. There were massive power outages from downed lines. Classes had already been canceled that Monday for the holiday, and were canceled Tuesday-Friday due to the ice. I don’t even remember any snow. The Post published anecdotes about liquor sales to frustrated parents whose young children were home, bouncing off the walls all week.
