There is no need for a declaration of war to determine something is a legitimate military target. And if the boats and drugs are not destroyed with the first missile, you can fire a second. The DoD Law of War Manual is 1000 pages of “food for thought”. The reality is targeting decusions are made by comanders on the ground using high level intelligence that no on potificating on these strikes on the internet has seen. [/quote]
