I am a local to SE VA.  WM faculty I know all say that WM generally (and they specifically) wanted EVMS and that over time EVMS would have moved classes north across the HRBT.  EVMS folks wanted WM over ODU, because WM would boost the EVMS prestige.

Analogously, ODU wanted EVMS to boost ODU’s prestige as a public university with a medical school.

In the end, it was a political decision in Richmond, not a case of rejection by WM.[/quote]
