Not every top 1% kid has family resources, and public schools should serve the need for everyone, not just the one on the lower-end of a spectrum. "Equity" is not created by dragging everyone down to the mediocre level (unfortunately this is exactly what's been happening in the past decade or so and why American education declines so fast).
