Um, maybe..., 
1. he knows if this or any former Superintendent wanted to, they could have tried to change the situation in schools a long time ago. 
2. Friedson may have interest to run for County Executive in next election.
3. Timing, sense or urgency to meet was there among his constituents and he went with what was the closest available date and availability of meeting space (e.g. high school cafeteria or HS auditorium).
